Status:             Permanent Full-Time
Salary/Grade H010: $96,000 – $120,00 annually(based on experience and competencies)

Overview of the Position:

The Data & Implementation Science Team at UHN supports impactful delivery of solutions benefiting the health system; discovers, validates, designs and delivers opportunities of change, and brings contextual awareness through data to ensure successful implementations, value and outcomes for UHN’s patients.  A Program Manager within this team is a bold, creative, and innovative senior project leader who can lead one or more programs that support clinicians, researchers, educators, patients, and corporate business areas.  

The Program Manager of Infrastructure Projects plays an integral role in communication around the high level IT requirements for new construction projects initiated by Facilities Management – Planning, Redevelopment & Operations (FM-PRO) to the respective UHN Digital Operational teams.  This role also manages and is the point person for regular project initiated Move coordination requests initiated by FM-PRO.

Specific portfolio responsibilities include:

  • Participate in Function Planning sessions at project inception as the department space needs are identified along with departmental future growth. These details determine high level digital data needs, new IT closet requirements including IT redundancy requirements, and other IT requirements to ensure new space is connected to the UHN core network.
  • Represent Digital at Planning and Design meetings for RFP submission
  • Ensure Digital IT standards are included in build/design specs
  • Identify and bring forth new IT demand requests through the Digital Voice of Customer process for new Digital Demand identified at Functional Planning sessions
  • Participate in General Contractor (GC) construction meetings reporting on IT Digital timelines and deliverables. Ensure that GC plans align with IT closet deliverable dates with accurate lead times for equipment ordering and delivery.
  • Manage the Statement of Work (SOW) Process that is created for each request. This includes financial accountability of all network and telecom equipment ordered and ensuring that all equipment is charged back to each respective project SAP# and supporting documentation is produced for each item.
  • Represent Digital at FM PRO Project Activity coordination forums at each respective site
  • Represent Digital at Project Steering meetings for FM-PRO projects
  • Engage bi-weekly with FM-PRO senior leadership to discuss any potential escalations
  • Work closely with Digital Network Engineering and Telecom Support Team management to ensure high level requirements are delivered and timelines are agreed upon by operational teams
  • Coordinate and bring technical teams together to brainstorm network solutions and end user Digital requirements
  • Accountable for Financial Cost Centre (FCC) zero balance at end of fiscal year. Ensure all vendor invoices and all chargebacks have occurred.
  • Provide project management leadership for ad hoc and time-sensitive projects such as internal or external hospital unit reconfigurations and associated workflow changes; these require coordination of facilities, network, computing devices, and clinical areas 

Other general responsibilities for a Program Manager include: 

  • Assume responsibility for, and lead all complex program and project interdependencies to affect the overall enterprise
  • Lead the collaborative design of program objectives, mission statements and purpose that will support both program sustainment and benefits delivered with Exec. Director as appropriate
  • Manage assigned program staff, including allocation of staff resources, delegating, scheduling and prioritizing of staff workloads and developing, mentoring and coaching others and participate in the hiring process
  • Work on unusually complex problems and is seen as a resource for resolution of unique or highly complex business problems by providing highly innovative, creative and integrated solutions that will achieve quality and work process improvements.
  • Lead the collaborative development of risk management plans, providing ongoing planning and analysis to new and existing risk
  • Develop and make continuous improvements to toolkit and implementation processes
  • Identify and work with stakeholders, sponsors and champions across the organization and supports overall program/project stakeholder management, while ensuring appropriate stage gate authorization.
  • Conduct and facilitate program activities related to scope, schedule, resources, cost estimates and budgets, communications, risk and development of resulting program documentation
  • Evaluate value and quality improvement and project/program management methodologies and approaches and report significant findings to the management team, sponsors and funders
  • Provide business input to establish operational processes; facilitate development of operational model with internal and external stakeholders
  • Manage engagement risk by reaffirming client expectations, managing scope and taking early action to resolve problems
  • Regularly interface with appropriate stakeholders, champions and leadership to build and maintain strong relationships and ensure a smooth transition of business solutions throughout the program life cycle
  • Identify and monitor outcomes and targets associated with program delivery
  • Develop and present material for review and information using strong written, verbal, and graphical communication skills with the ability to express complex technical concepts effectively
  • Use standards, structures, policies and procedures for project/program management governance with Executive Director as appropriate
  • Work well with people from different disciplines with varying degrees of technical experience
  • Assist and support program/project communications and overall visibility and establish communications plans, processes and tools across projects/programs, stakeholders groups, leaders and champions
  • Establish high level program road maps, translating strategic objectives into program scope and goals and manages and support demand in context of related programs and projects 


Experience, Education & Certifications 

  • A minimum of 5 years of Program Management experience is required; 7 – 10 years is preferred
  • A minimum of 7 years of Project Management experience is required
  • Bachelor’s Degree in Health Informatics, Computer Science, Technology, Mathematics, Engineering, Epidemiology, Education, Business Administration or related discipline from an accredited institution is required; Master’s degree in Health/Hospital Administration, Business Administration or related field is preferred
  • Demonstrated track record of successfully delivering large, complex programs, preferably in a public sector environment with multiple stakeholders is preferred
  • Supervisory or managerial experience is required
  • Familiarity with health care or health care related organizations is highly desirable 
  • Program Management Professional (PgMP) certification preferred; otherwise Project Management Professional (PMP) designation is required
  • Other certification (Lean/Six-Sigma Black Belt, ITIL, IIBA, Change Management, data, information systems, network or other technology) is an asset 


  • Ability to apply extensive program management knowledge and expertise (program planning, implementation, evaluation, risk assessment, benefits realization)
  • Experience with the Agile methodology in project management and software development life cycle is highly desirable
  • Ability to communicate effectively with executives and senior management from internal and external healthcare organizations and project/program stakeholders
  • Proven leadership and stakeholder management experience in conflict resolution, influencing, negotiation, and consensus building
  • Knowledge and experience applying change management principles and methodologies
  • Proven ability to adapt to a fast-paced, highly dynamic program environment
  • Strong tactical and strategic critical thinking
  • Excellent analytical, problem recognition and problem solving abilities, with excellent attention to detail
  • Excellent prioritization and organization skills: ability to independently manage multiple projects and prioritize multiple conflicting priorities
  • Excellent risk management skills: ability to anticipate and analyze risks and issues, explore alternatives, develop appropriate recommendations with program and technical teams and present issues to senior leadership
  • Excellent listening, coaching, and group facilitation skills
  • Ability to lead diverse teams of professional employees, consultants and contractors
  • Ability to team build, mentor and affect desired results based on team members’ individual goals and objectives
  • Ability to understand and communicate technical issues clearly, both verbally and through written communication
  • Excellent training, presentation, and writing skills
  • Excellent customer relations and support service
  • Excellent budget management skills, with demonstrated proficiency in qualitative and quantitative data analytics to support IT investment
  • Excellent experience in formal procurement processes, contract negotiations, and vendor management
  • Proficient use of computer, software, and peripheral equipment (MS Office suite, MS Project, MS Visio, and scrum or enterprise work management tools such as Kanban, Atlassian Jira, ServiceNow) 

Meetings and Travel:

Office is in the Toronto Downtown area (Yonge/Dundas). Some travel throughout the GTA is required.
